I only know this works for arcemu, any other emulator i have no idea if it works.
Go into your con-fig files. (ex.Repack/ArcEmu/Config) open the optional.conf using notepad, and go down until you see start level, something level, and level cape. If the starter level is 1 change it to 80 and now your server is instant 80.

Easy and Simple,Huh ?

Whenever i make a new character, its still only level one, and i did everything above and saved it, (maybe thats the problem?)
