"Not available in your country" Error

Title says anything, my server runs normaly, i have downgraded from 1.9 to 1.5, other private servers work fine. When I open with any possible launchers it gives me this error. What's wrong?

Delete L10N folder from AION directory the try to repair it from NCSoft launcher or something
